Why does it ask which two countries are involved?
Because the answer depends on it. The regulator, the paperwork and the realistic escalation path for a customs hold in Rotterdam are not the same as for one in Chennai — naming both countries is what lets Trade Doctor point you at the right authority instead of a generic one.
